is there a way to remove an open heloc from a foreclosed property on our credit report?

You will have to pay off the HELOC in full in order to remove the lien from the property. Though the property is foreclosed by the lender, the lender can come after you in order to recover the HELOC. Moreover, it will remain in your credit report for 7 years.
