Verbal agreements can be in enforced....it is still a contract.  And yes, you can be taken to court to enforce it.

You could have legal actions brought against you if a contract of any kind was signed and agreed upon. If there was nothing in writing and you simply agreed to do a job and didn't complete it, no you can't be held liable. But on the same token, if you were paid in advance to do a job and you didn't do it and still kept the money, you could be taken to small claims court and sued for the money plus damages. Its best to finish the job or return the money.
