if i recieved a letter stating a creditor court order for my wages to be garnished...is it too late to contact the collector to make payment arrangements?

Though it is true that it's late for you to talk to the creditor, you never know where your luck is going to favor you. So, you can answer to the summons and also talk to the creditor in order to achieve an out of court settlement with them.

Visit the county court website to know whether or not judgment has been issued against you. The collector can't garnish your wage without securing a judgment from the court. If judgment has been issued against you, then the collector is less likely to arrange a payment plan for you. But there is no harm in trying.

In my opinion, it is now too late to contact the creditor and make a payment arrangement with them. It would have been better if you could have negotiated with them before they got the court order.

You can try but most likely the answer will be no.  Did you receive the original summons?  Answer it?  Show up in court?
