This kind of charge is normally charged by some bank?

I have purchased gas using my credit card. But I found that I am actually paying 4 % extra, while checking my card statement. When I called up the customer service, they said that it is fuel surcharge. Can you please let me know if that is not a false explanation given by the bank, or this kind of charge is normally charged by some bank?

Sounds like a charge assessed by the merchant, not the bank.
