I have no credit cards and my score is low – Why is that?

I paid off all my credit card debts 5 years ago. I chose to stay way from the credit cards as the interest rates were quite high. I have even paid off my automobile loan. However, this has not helped my credit score much. My score is still 640. My annual income is $110,000. I make regular payments on mortgage. Why my credit score is not increasing? Should I get a new card? What things should I keep in mind while securing a card? Will I even qualify for a credit card?
