I have a question, I previously had an account with Capital One and the account was charged-off AND is past the SOL (in my state it is 3 years). The account was then sold to a credit agency. Would it be appropriate to send a PFD letter or would that restart the SOL if they don't accept the PFD?

I hope the following link may help you to write a pay for delete letter:

You can send the PFD letter to the CA. If the CA accepts the letter and you make an agreement with them, then the SOL clock will re-start. You'll become legally responsible for the debt again.

you wanna pay it??  Cap One isnt going to remove their negative tradeline and the CA is unlikely to remove theirs.  You can ask.  Paying a collection account isnt going to do anything for your credit.
