It is perfectly legal. The collection agenciy has called your sister-in-law to get your contact number. However, the CA can't reveal your debt information. The CA also can't call or harass your sister-in-law time and again.

Who are they-Creditor or collection agency? Why they are looking for you? Do you owe any debt? Give us more information.

Collection agencies have 'methods' to get the numbers of your immediate family members and references. If they do contact your sister, they are legally prohibited from telling her why they called.
