There is nothing in the law that requires them to prove to you that they have the legal authority to collect....that is a contract or agreement between the hold of the debt and them...you are not privy to that contract.  In DVing the account, they have to provide proof of the debt.

 

As for the paid or settled in full letter, some collectors are not permitted by thei clients send a paid in full letter...the client has to do it.  Or if you are asking after the account is paid and closed, they no longer have access to the account.  You should be getting a settlement offer/pay off letter PRIOR to paying them a dime.
